Губернатор Ставрополья Валерий Гаевский выступил перед главами муниципальных районов и руководителями представительных органов городских округов края – участниками проходящего в Пятигорске семинара «Место и роль представительных органов местного самоуправления в системе муниципального управления».
Семинар длится со 2 по 4 декабря. В его рамках проходили встречи муниципальных руководителей с членами краевого правительства, представителями территориальных подразделений федеральных ведомств и экспертами. Они посвящены различным вопросам местного самоуправления.
Глава края обозначил основные направления сотрудничества государственной власти Ставрополья и муниципалитетов на ближайшую перспективу.
Блок задач связан с тезисами недавнего ежегодного Послания Президента России Федеральному Собранию.
Глава края призвал управленцев на местах заниматься, в том числе, и альтернативными формами развития дошкольной образовательной сети – организацией негосударственных и семейных детских садов, созданием дошкольных групп в школах.
Даны также рекомендации по повышению эффективности использования муниципального имущества. Губернатор акцентировал установку Президента на привлечение частных инвестиций в сферу ЖКХ. В крае, соответственно, также должно развиваться государственно-частное партнерство в «коммуналке», где в настоящее время большая масса предприятий имеет статус МУПов.
Был обозначен ряд новых возможностей, которые появятся у территорий в ближайшей перспективе в контексте бюджетных приоритетов – развития здравоохранения и дорожной сети.
Отдельно Валерий Гаевский остановился на вопросах обеспечения безопасности, гражданского согласия и межэтнического мира в территориях края.
В этом контексте губернатор прокомментировал недавнюю конфликтную ситуацию в Зеленокумске, участниками которой стали представители казачества и выходцы из соседней республики.
– Понятно, к чему приводит «страусиная позиция» – игнорирование, или хуже того – потакание тем, кто идет против общественных норм. Если власть закрывает глаза, то она либо слепая, либо беспомощная, либо ее «замотивировали». Или есть другое более конкретное слово – власть «крышует». Со всем этим надо разбираться. Станица Кущевская – тому яркий пример. Оставленный без ответа криминал – шаг к системной напряженности. Надо стоять за то, чтобы справедливость главенствовала в буднях ставропольских городов и сел. Чтобы наши традиционные, вековые традиции и устои были защищены от тех, кто пытается себя показать хозяевами жизни. Наша задача – сохранять мир между людьми, но не ценой ущемления интересов коренного населения. И это должен понимать каждый, кто приезжает жить в Ставропольский край, – сказал Валерий Гаевский.
